Decentralized planting and breeding is a restraining factor of unified food safety supervision. Moreover, China now has more than 400,000 food processing factories among which 90 percent are medium-sized and small enterprises. This brings tremendous challenges for the government supervision of food safety.
China's food security system always suffer criticism from all parts. Peter Ben Embarek, food safety expert of World Health Organization, still remembered a sentence that was very famous in china seven years ago, that is ' Even six departments can not guarantee food safety.' In Peter Ben Embarek's view, the problem is not how many departments supervise food safety, but how to coordinate these departments in order to make them work efficiently.
